Judge indicates he’ll deny challenge to West Coyote Hills development plan

By Brian Whitehead, Orange County Register | Orange County Superior Court Judge William D. Claster said he is “leaning toward” ruling in favor of Fullerton’s plan to acquire parcels of West Coyote Hills before they are developed, but will make a final decision Monday.

The plan, approved unanimously by the City Council in November, preserved 60 percent of the 510-acre Chevron-owned property as open space, and gave the city and other preservation groups until early 2017 to purchase portions of the remaining land at an agreed upon appraised value.
